1. The municipality as founder

the municipality's role under education law and the founder's rights, powers and responsibilities
the relationship between the municipality, public institution and governing council
key governing documents the municipality must know and monitor

2. Council composition and role

the composition of a public kindergarten or school council and representation of founders, staff and parents
special considerations for institutions with several units or branches
council powers, decision - making and required majorities

3. Appointment of municipal representatives

who appoints founder representatives, how the procedure works and what must be checked before appointment
terms of office, reappointments and early termination
the most common appointment errors

4. Is the council properly constituted?

correct member numbers and representation, appointments, elections and terms
constituting the council and changes in composition
alignment of actual composition with the founding act

5. Common errors and consequences

incorrect appointment and composition, unlawful decision - making or missing majorities
inconsistent acts, documentation errors and exceeding powers

6. What can and must the municipality do?
